San Juan Counseling is seeking a qualified Behavioral Health Clinical Director with a breadth and depth of knowledge and experience in the management of a comprehensive, behavioral health community program, providing a full continuum of both mental health and substance use disorder services.
Job Description SUMMARY: The Clinical Director leads all clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring proper client care is being provided in accordance with all clinical program contracts. The Clinical Director oversees ongoing clinical staff development and collaborates with their team of Clinical Program Managers in program planning. The Clinical Director is accountable for setting the clinical vision for the organization and the implementation of innovative and new clinical programming. Duties include establishing and supervising all clinical service protocols and practices; supervision, coaching and mentoring of all clinical staff; and collaboration with partners, payers, and providers. This position, as the Chief Clinical Officer, is part of the Executive Team and reports to the CEO. KEY RESPONSIBILITIES: 1. Supervise and oversee the development and implementation of all aspects of the Center’s clinical operations, in alignment with the Center’s vision, mission and strategic plans. A. Establish and address clinical goals utilizing a team approach for input, discussion, and implementation. B. Monitor the performance of the Center in relation to clinical best practices and adherence to the Center’s mission and vision. Make appropriate adjustments and modifications to clinical programs, when needed, to meet community and contractual needs. C. Ensure full compliance with clinical contractual deliverables of all federal, state, Medicaid and other contracts and grants. D. Administer grant and contract rules and requirements applicable to the delivery of integrated behavioral health services. Monitor performance of behavioral health services staff to ensure productivity standards are consistent with best practices. E. Approve and monitor all service-related contracts including inpatient and residential stays.2. Provide clinical leadership, guidance and mentoring to clinical program managers, staff, and interns. A. Lead and manage the clinical leadership team and all clinical staff through recruitment, retention, mentoring, coaching, and supervision; ensuring staff engagement to meet organizational and program clinical goals and objectives. Ensure staff meet ethical standards including all appropriate Codes and Standards of Conduct and Professional Ethics. B. Provide clinical oversight in the delivery of behavioral health services across multiple service areas, programs, and overall service delivery sites. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs. C. Maintain awareness of trends in standards of practice for behavioral health providers. Provide assistance (directly or indirectly) in training staff in changes to protocols treatment methods, and clinical intervention strategies for quality behavioral health service delivery. 3. Actively participate in community networking activities as the key clinical representative and act as State Clinical liaison for all State association and grant efforts. A. Develop and maintain a collaborative relationship with allied agencies, funders, community partners and other entities, ensuring a broad, integrated system of care. B. Participate and regularly attend partner meetings to stay informed of new opportunities and requirements, community resources, new programming, and related trainings. Keep staff informed of essential updates, changes, or revisions. C. Participate in a variety of available clinical trainings related to professional development, inclusive of those that support the provision of health promotion and prevention activities to the persons and communities served by the Center. D. Participate and regularly attend scheduled and ad hoc state and national association meetings to stay informed of new opportunities and requirements, resources, new programs and related trainings. Keep staff informed of essential updates, changes, or revisions. 4. Support the organization as needed. Qualifications KNOWLEDGE, SKILLS AND ABILITIES: The following factors are essential to this position. 1. Considerable knowledge and experience in behavioral health methods, practices, procedures and trends, including both mental health and addiction services. 2. Considerable knowledge of general administration theory, practices and procedures related to personnel management, fiscal accountability, and program administration. Knowledge and experience in program budget development and grant applications. 3. Knowledge of program planning concepts, principles, and practices with a particular focus on building and maintaining a system of coordinated care, both behavioral and general, that supports client needs. 4. Knowledge of requirements for providing clinical program oversight. 5. Knowledge of the cultural, social, and economic background of the diverse populations served and the impact of cultural values and beliefs in healthcare provision. 6. Ability to establish program goals and objectives and to assist programs toward their achievement. 7. Ability to provide for the clinical advice, guidance, and support to professional staff in areas of specialty. 8. Ability to handle administration of multiple programs and grants assuring efficiency in service delivery and program efforts. 9. Demonstrated skills in written and verbal communication. Ability to provide written and oral presentations. 10. Ability to establish rapport and gain the confidence of the community, partners, Center leadership, and the members of the client care team, clients, and associates. 11. Ability to work independently and take initiative in addressing concerns and issues. 12. Proficient with computer-based applications such as MS Office and electronic health records. QUALIFICATIONS AND EXPERIENCE, OTHER REQUIREMENTS: 1. Graduation from a college or university with a master’s degree in social work, psychology, counseling, or other related human service field equivalent is required. 2. Licensed in Utah as a Clinical Social Worker or Counselor or equivalent. Must maintain required CEU for both Licensure and Clinical Supervisor. 3. Experience in the field of public behavioral health or community program development, with experience in an integrated healthcare setting, with coordination of substance use, mental health, and physical health treatment, preferred. 4. Experience providing management-level clinical leadership and supervision to staff is preferred. 5. Experience working with underserved populations is preferred. 6. Must have a valid and unrestricted Utah Driver’s License (within 30 days of hire if applicant is from out-of-state) with no DUI/DWI or reckless driving convictions in the last five years. 7. Must pass the State’s Background Criminal Investigation (BCI) which includes digital fingerprint clearance prior to start of employment. 8. Must maintain eligibility for appointment as a State “Designated Examiner”. Salary and benefits are negotiable based on experience. San Juan Counseling (SJC) is seeking to fill a full-time master’s level mental health and substance abuse professional position at the San Juan Counseling Center in Blanding, Utah. We are a community mental health and substance abuse center with offices in Blanding and Montezuma Creek, Utah.
JOB DESCRIPTION: Individual, Group and Family Psychotherapist. SJC is looking for a highly motivated professional to provide outpatient mental health and substance use disorder services. Clinicians would provide evaluations, individual, and group outpatient services for adults, youth children and families based on professional experience, expertise and interest. On-call after-hours crisis response on rotating basis. Enter accurate and timely documentation into electronic health record to support individual treatment plans, billing, and data collection.
REQUIREMENTS: Must have a Master’s degree or higher in Social Work, Psychology, Marriage & Family Therapy or related field and be licensed in the State of Utah as an Ph.D., LCSW, LCMHC or MFT. Candidate must have excellent computer skills, be willing to provide no less than 20 direct service hours per week, on average.
This position may be under filled with a CSW. We offer clinical supervision towards licensure and no cost to the applicant.
PAY SCHEDULE/BENEFITS: Entry level: Step 59 ($57,942.00 Yearly) with full licensure, Step 53 ($50,968.08 Yearly) without full licensure, Health & Dental Insurance (employer pays 100% of premium), Retirement Package, 401k, vacation and sick leave. Paid continuing education and associated leave. $5000 signing bonus for two-year work agreement.*This position qualifies for the National Service Corps Loan Repayment Program.
